Another blend of half­formed fictional characters, cryptic onscreen text and collages of voice notation. “Skyscrapers Aren’t Only About Height” barely coheres into a fully realized film, but that's part of its charm. Collectively, the fragmentary moments form a confounding poem on the mass decline of human intelligence.
